Guys I need ur help!

I recently started playing P3 after a long while and now Im the Alderman. My problem is everytime I open a message be it a taxbill or a repayment the game crashes. I already exenpted the exe from the firewall but its still the same.. Here,s the error..

The game was installed on the program files folder so the save folder is empty,my OS is Vista..
