need help with 2nd campaign

IT says I have received offer of 'dubious assistance" and I have to make certain circles in Edinburgh happy. The poor people "see me as Lord Mayor", and I tried pirating to make the pirates respect me, but nuthin. Whom do I have to make happy? / What do I need to do?
